. On my 1060 I undervolted it too to 1525Mhz@750mv, it stays a lot cooler and the fans spin a lot slower, plus it performs even better! You could try that too as there's no risk using MSI afterburner, you can set it on startup after doing stability testing, and even if something goes wrong, plain and simple safe mode will stop it from ever loading.

My guess is that once the fans fall below a certain RPM (say 500), they simply shut off. When the GPU hits 50C, the fan controller could be instructing the fans to spin at a speed below that threshold. So the fans start spinning and then immediately stop since the speed is too low.

I am having the same issues with the MSI Geforce GTX 1060 6GB. The card goes to 62° then the fans speed up and wont spin down until I shutdown my pc. Harry 68, If I'm not mistaken your bios do not have the new 0% idle fan update. The number version is the same as mine. Only if you want to update they send a zip file to your e-mail. @robles, you are wrong, see the screen, Fan speed are 0% with Bios Version 86.06.27.00.60, this are gtx1060sc 6GB. This is how you solve the problem: Step. 1.) Open the graphic card case and have a close look at the two radiators. There you will see 2 times a 4 pin cable but only one is with 3 wires the other one has 4. the one with the 4 wires is going to give the information about the RPM of both Fans.
